for political action in targeted electoral races, and (4) manage a voter
file. |

$40,000 Seibert "directed" transfer from WEA-PAC to COP
$500 from COP to "Yes 43"
$3,000 from COP to "Privacy Fund Political Committee"
$5,000 from COP to "No 48" (property rights)
$63,018 claimed value of WEA-PAC overhead for Jan through October 1996.
$700 excessive contribution to six legislative candidates
$410,000 received and then forwarded to No 173/177 campaign from NEA.
$272,702 contribution to No 173/177 not reported in a timely fashion.
$319,000 to be returned to teachers:
($162,225 "loan", $142,929 overhead, and $13,850)
$325,000 total if 65,000 WEA members received $5.
$80,000 penalty
